James E. Sirhall, Principal and Founder
  • Planning Manager with more that 25 years experience.
  • Private Pilot with airport management experience.
  • Responsible for all aspects of airport planning projects, including Master Plans for new airports and airport expansions, forecasting aviation activity, environmental assessment, development schedules, cost estimates for airport improvements, and evaluation of potential environmental, social and financial impacts of airport development.
  • Prepares, reviews and coordinates five-year development plans, pre-applications and applications with the Federal Aviation Administration on an annual basis for client airports.
  • Coordinates airport land use planning to maintain land use compatibility.
  • Assists in development of airport operations and maintenance programs, including providing recommendations for fees and schedules to derive airport revenues and funding sources.

Charles L. (Chuck) Kellerman, Jr., P.E., Principal
  • Engineering Manager with more than 20 years experience.
  • Multi-state Professional Engineer (Civil).
  • Commercial Pilot Certificate, Flight Instructor Certificate, Five years Airport Board experience.
  • Military pilot with duties that included integration of airport facilities and navigational aids, received specialized training in establishing and evaluating instrument approach procedures and navigational aids.
  • Manages engineering design and construction engineering including pavements, drainage, roads, parking lots, utilities, fencing, buildings, etc.
  • Analyzes projects for constructability, materials and operational safety.

Dana P. Hartshorn, P.E., Principal
  • Electrical Engineering, Navaids, and Equipment with more than 15 years experience (13 years in civil aviation).
  • Provides all aspects of electrical design and construction engineering.
  • Prepares electrical design and lifecycle cost analysis calculations; airfield lighting, NAVAID, weather and surface sensor systems layouts; lighting plans for aircraft and vehicle parking areas, and other specialty work such as automatic gates and access control systems.
  • Procures airport equipment such as ARFF vehicles and auxiliary equipment; vacuum and towed sweepers; displacement and rotary plows, high-speed brooms, sander/deicers trucks; and more.
  • Develops reasonable alternatives to achieve design goals, develop a comprehensive set of plans and specifications for the project and ensure proper coordination between specification and drawing as well as compliance with FAA siting criteria, national standards, and local requirements.

Richard A. Crosman
  • Accomplished Aviation Management professional with over 25 years of experience in top management and operational positions, serving with eight different commercial service airports across the country.
  • Specializes in all facets of FAR-139 Commercial Service Airport operations.
  • Technical specialties include airport master plans, aviation activity forecasts, environmental assessments, airport capital improvements programs, land use planning, airport operations and maintenance programs, airport fees/revenues & expenses to derive budgets and project administration.

Michael B. Corkern, Jr., P.E., Project Manager
  • Multi-state Professional Engineer (Civil), Mississippi Land Surveyor Intern with over 10 years consulting experience and over 4 years aviation experience.
  • ADG Jackson office Engineering Manager.
  • Responsible for oversight and construction of projects within Mississippi and surrounding states.
  • Experienced in design, construction, administration for runway and taxiway extensions, apron expansions, pavement rehabilitation and overlays, safety area improvements, NAVAID installation and relocation, security fencing and gates, fuel farms, and T-Hangars.
  • Drainage specialist within the project site as well as downstream.

Stephen P. Marshall
  • Airport Planner with more than 5 years of professional consulting experience and more than 10 years of aviation industry experience.
  • Experienced in Airport Master/Layout Planning, Environmental Analysis/Assessment and Facilities Planning at Commercial Service, Reliever and General Aviation Airports; Completed ICAO Airport Layout Planning in Kenya, Africa and at the Gobi Desert, Mongolia.
  • Provides comprehensive, turnkey project administration for airport sponsors including: FAA and State Grant Pre-Applications and Applications; Airport Capital Improvement Plan revisions, DBE Program Issuance and Regulation Compliance, Request for Reimbursement and Change/Pay Order Management.
  • Experienced in CFR Parts 139 & 1542 Airport Operations and Security compliance at regional and international airports, including experience with routine airside and landside maintenance and inspection, Aircraft Rescue and Firefighting on-scene functions and emergency/security exercise design and execution.
